Haryana Additional Director General of Police (ADGP) Y Puran Kumar, a 52-year-old IPS officer known for his honesty and outspokenness, was found dead at his Chandigarh residence on Tuesday afternoon. Police said he allegedly shot himself using his gunman’s service revolver inside the soundproof basement of his brother-in-law’s house in Sector 11.
As per a TOI report, the officer’s body was discovered by his daughter around an hour later. Alongside the weapon, the police recovered a nine-page note and a will, believed to be written by Kumar. Officials confirmed that the note mentions names of a few serving and retired IPS officers, though its contents have not been made public.
Who Was Y Puran Kumar?
A 2001-batch IPS officer from the Haryana cadre, Y Puran Kumar hailed from Andhra Pradesh and belonged to the Scheduled Caste community. He held a degree in computer science engineering and was an alumnus of the prestigious Indian Institute of Management, Ahmedabad (IIM-A). Known for his integrity and courage, Kumar often spoke up against irregularities and alleged discrimination within the police department.
He had previously filed complaints against senior officers, including former Haryana DGP Manoj Yadava, accusing them of caste bias and unfair treatment. Despite facing challenges, he continued to serve with commitment and was last posted as Inspector General (IG) of Rohtak Range before being transferred to head the Police Training Centre in Sunaria on 29 September.
The Day Before a New Posting
The tragedy occurred just a day before Kumar was set to take charge at his new post in Sunaria. According to investigators, he had taken leave after his transfer and was expected to join duty on Wednesday. Around 1 pm on Tuesday, he reportedly asked his gunman for his service revolver, saying he had “some work to do,” before heading to the basement, which he had converted into his office.
Since the basement was soundproof, no one heard the gunshot, not his daughter, the house staff, or the labourers working nearby. It was only when his daughter went downstairs after about an hour that she found him lying on a sofa, bleeding from the head. She immediately alerted the security personnel and police officers.
What the Police Found
A team of senior officers, including IG Pushpendra Singh, SSP Kaur and SP (City) Priyanka, reached the scene with the first responders. The area was sealed off, and forensic experts collected crucial evidence. The entire on-site investigation was videographed to ensure transparency.
Officials said a nine-page “final note” and a handwritten will were recovered, but the reasons mentioned behind the alleged suicide are yet to be confirmed. Investigators are still analysing the note and other materials found at the scene.

Kumar’s wife, IAS officer Amneet P Kumar, who serves as Haryana’s civil aviation secretary and commissioner & secretary of the women and child development department, was in Japan at the time of the incident as part of a government delegation. The couple has two daughters; the elder one is pursuing studies abroad.
